What exactly is Council trying to "fix" in DB90?

Today City Council is voting on a resolution to consider changes to DB90, the density bonus program that allows apartment projects to go up to 90 feet if 10-12% of the units are priced for low-income households.
The resolution was very likely prompted by unease over the Acacia Cliffs redevelopment, where an old 250-unit apartment complex in Northwest Hills is being replaced by a 650-700 unit complex that will of course be much more expensive.
The measure appears to be cruising towards passage, but it's not clear that all of its supporters want the same thing. Which means that it's anybody's guess what the policy that is ultimately enacted will look like. It could lead to genuine improvements that increase total housing production or it could completely neuter the density bonus, resulting in less housing at all price points.
