There's the land. What about the money?
On Friday the Austin Housing Department published a memo outlining a strategy for using city-owned property for affordable housing.
Currently there are 2,600 units throughout Austin that the city's affordable housing arm, the Austin Housing Finance Corporation, has helped fund. There are an additional 895 units under construction and another 850 units in pre-development.

And then there's 110 acres of vacant land the city is eyeing for affordable housing development. The memo, however, focused on eight city-owned sites totaling 39 acres:
