Watson: tax rate election up to full Council
And the highway caps debate continues.

That was quick. After I reported on concerns from Council members about the process Mayor Kirk Watson proposed for tax rate elections, the mayor released a statement clarifying that City Council does not need the approval of the Audit & Finance Committee, which he chairs, to put a tax rate election on the ballot.
"Committees recommend. The Council acts," he wrote. "All Council decisions must be made by the full body and no committee action can circumvent or preclude Council action."
