When is high turnout a bad thing?

Periodically voters have a chance to weigh in on changes to the city charter, which is essentially the city's constitution.

This November there will be at least one proposed amendment: the one crafted by Save Austin Now that would require the city to periodically undergo a comprehensive audit. That amendment is going on the ballot because SAN got enough signatures to put it there.

But City Council itself has the power to submit charter amendments to voters. Council is now considering whether to add as much as 11 other amendments that have been in the works for years.
